Rivers End's council wants the condemned shanties of Paradise Flats torn down, but Dr. Christian refuses to displace the poor families until the town provides decent replacement homes. Contractor Grimshaw dismisses the residents as worthless, singling out the simple-minded but goodhearted Duke Angel as proof that they do not deserve model cottages. When severe flooding comes, Christian and Judy try to cross the river to warn Mayor Hewitt that the bridge has washed out. Their boat carries them to Duke's flooded shanty, where Duke has remained behind with children rather than abandon his home. A floating log destroys the rowboat, leaving them stranded, and the mayor is still approaching the broken bridge. Duke, an exceptional swimmer whom the town has always underestimated, plunges into the icy, debris-filled flood and swims upstream far enough to stop the mayor's automobile, suffering a head injury in the effort. His courage forces Grimshaw and the town to reconsider their contempt. Paradise Flats is replaced by the model cottages Christian had sought, Duke receives a medal as Rivers End's hero, and even after moving into his new house he remains endearingly himself, asking whether he can build a packing-box shanty in the backyard because it would feel more like home.
