Government clerk Cadogan West is found dead on an Underground train roof with some, but not all, of Britain's secret submarine plans in his pocket. Holmes traces the missing papers to spy Hugo Oberstein's house beside the railway and lures Colonel Valentine Walter there with a coded advertisement. Walter admits stealing the plans; West followed him, confronted Oberstein, was killed, and was placed on the train to make him look guilty, while Holmes uses Walter to recover the remaining secrets.
