The murder of grand-jury witness Andrews blocks an investigation into state graft until prison trustee Joe Finnerty secretly calls Britt and reveals that a powerful convict was released long enough to do the killing. Assistant warden Sinclair kills Finnerty and stages self-defense, but the Hornet uses Finnerty's widow as bait to connect Sinclair with Boss Barton and lure their prison accomplice Webster into a trap witnessed by police, reopening the graft case and earning Finnerty's family the reward.
