Ward boss Joe Desmond preys on new immigrants by selling them expensive life-insurance policies as if they were fast-track citizenship papers, then uses a city official to place the victims on public jobs and strengthen his political machine. When witnesses become dangerous, murder follows; the Green Hornet turns Desmond's own murder weapon and frightened lieutenant Nelson against the organization, producing a confession that exposes the insurance-citizenship fraud and the killings behind it.
