Struggling fighter Danny Cannon is drawn into a crooked boxing scheme in which his manager disguises him as the supposedly foreign 'Pampas Panther' and manipulates betting around the match. The Green Hornet gets Cannon out before the bout, lets the real fighter take the ring and turns the corrupt manager and boxing commissioner against each other until their fixed-fight racket is exposed.
