Pirate Jean Lafitte slips into New Orleans in disguise, where he meets Suzanne and begins to imagine what it would mean to belong to the city rather than merely raid its waters. When the British offer him gold to guide their fleet, Lafitte instead offers his men and knowledge to the Americans for the defense of New Orleans. The governor refuses to bargain with a pirate, but General Jackson accepts the help, and after the battle Lafitte and his men receive a full pardon and citizenship. Even with Suzanne asking him to stay, Lafitte decides that respectable life is not his and returns to the sea, still listening for the city he helped save.
