In Hell, the Devil summons Philip II, Louis XIV, Napoleon and Kaiser Wilhelm to compare their failed attempts to dominate the world with Hitler's campaign. He boasts that modern aircraft, radio and mechanized war have brought Hitler closer than any of them, but Napoleon warns that invading Russia will repeat an old mistake. The Devil ultimately imagines Hitler's punishment as possession of every weapon of war but no men left to command, then warns that another tyrant will arise if the postwar world becomes complacent again.
