After city official Henry Marsden dies before he can expose a kickback scheme, Britt's suspicions turn toward businessman John Rollins and a pending merger with the Wendell Corporation. Rollins fakes his own kidnapping and uses the Green Hornet's seal to avoid the decisive vote, but the Hornet sees through the scheme, confronts Rollins at home and turns the bogus ransom plot against him until the merger goes through.
