After a tunnel collapse kills workers, the Sentinel suspects contractor Gorman used inferior materials and bribed city inspectors to approve the job. The Green Hornet pushes Gorman into a confrontation where the contractor can no longer hide behind officials or threats. With police closing in, Gorman signs a confession naming the inspectors he paid, giving authorities proof of the deadly construction fraud.
