Joe Desmond runs a fraud that takes money from immigrants by promising citizenship papers and instead saddling them with costly insurance, while corrupt associates provide alibis for his other crimes. When Andrew Melvin looks ready to crack, Desmond has him murdered and staged as a suicide; the Hornet later interrupts an attempt to plant Melvin's murder weapon on another accomplice, provoking the man into exposing Desmond and the racket.
