Builders are being forced to pay protection to Carlotti's organization, which uses fires and bombs against anyone who refuses. The Green Hornet infiltrates the racket, empties the explosive from a bomb planted in a new house and detonates a harmless charge nearby; the intact bomb, complete with the planter's fingerprints, gives police the evidence to break the gang.
